She uses them to restore the billboard messages. Discharged from the hospital, Dixon overhears the man who threatened Mildred bragging in a bar of having raped and killed a girl in the same manner as Mildred's daughter.
He notes the Idaho license plate number of the man's vehicle, then provokes a fight by scratching the man's face, thereby getting a sample of his DNA.
Meanwhile, Mildred goes on a date with James to thank him for the alibi. Charlie enters with his year-old girlfriend Penelope, mocks James, and admits to burning the billboards while drunk.
James senses that Mildred went out with him out of pity, and leaves angrily. Mildred considers attacking Charlie, but then tells him to treat Penelope well and leaves.
Though commending him, Abercrombie informs Dixon that the DNA sample does not match that found on Angela's body, and that the man was overseas on military duty nine months prior.
Dixon concludes that the man must be guilty of some other rape and murder, and joins Mildred on a trip to Idaho to kill him. On the way, Mildred confesses to Dixon that she set the police station on fire; he replies, "who the hell else would it have been?
Additionally, Amanda Warren portrays Mildred's friend Denise. Jerry Winsett appears as Geoffrey, the dentist who has his thumb drilled by Mildred.
Nick Searcy makes an uncredited appearance as Father Montgomery. While traveling through the Southern United States in around , Martin McDonagh came across a couple of accusatory billboards about an unsolved crime, which he described as "raging and painful and tragic" alleging the murder of a woman named Kathy Page by her husband Steve Page in Vidor, Texas.
The billboards highlighted the incompetence of police work and deeply affected McDonagh; he said that the image "stayed in my mind [ It all became fiction [ The character of Mildred was written with Frances McDormand in mind, and likewise the character of Dixon was written specifically for Sam Rockwell.
Principal photography began on May 2, in Sylva, North Carolina ,  and ran for 33 days. Most of the time the billboards were covered because people in the area found them upsetting.
David Penix of Arden, North Carolina bought the billboards and used the wood for a roof in Douglas Lake in Tennessee, though the messages are no longer in order.

Some criticized the script for McDonagh's portrayal of small town America. The New York Times columnist Wesley Morris called McDonagh's portrayal of rural America a caricature: "a set of postcards from a Martian lured to America by a cable news ticker and by rumors of how easily flattered and provoked we are.
He concluded that the film is "empty of emotional intelligence" and "devoid of any remotely honest observation of the society it purports to serve.
The film was also controversial for its handling of racial themes, particularly surrounding the redemptive arc of Officer Dixon.
McDonagh's attempts to script the black experience in America are often fumbling and backward and full of outdated tropes.
McDormand and Rockwell took home their respective awards. It was named one of the top 10 films of the year by the American Film Institute.
On February 15, , Justice4Grenfell, an advocacy group created in response to the Grenfell Tower fire , hired three vans with electronic screens in a protest against perceived inaction in response to the fire.
On the night of February 15, , the movement OccupyJustice set up three billboards and a number of banners in Malta , marking the four-month anniversary of the murder of the journalist Daphne Caruana Galizia.

Dec 02, I always seem to start these reviews with a bit of an aside and this aside will focus on Sam Rockwell. Sam Rockwell is one of my favorite actors, personally.
I don't wanna say this without sounding like I'm insulting him, but he's also not one of the best actors I've ever seen.
And I really don't mean this as an insult, because I'm comparing him to, say, someone like a Daniel Day-Lewis, whose dedication to his craft and the characters he inhabits have made him the best I've ever seen.
Sam Rockwell isn't at that truly elite level, but he's only a few slight notches below that. The thing about Sam is that, regardless of what type of role he has to play, he always delivers consistently great performances, even if the movie ends up being absolute shit.
He's one of those guys that I can watch in absolutely anything and I would be fine watching it because Sam Rockwell is in it. There's very few actors I can say that for, at least in my own case.
Having said that, I felt that Rockwell was snubbed of an Oscar for his performance in Seven Psychopaths. You don't know how fucking great this guy was.
That's not to say that I don't think Rockwell didn't deserve to win it for this movie, as he was fantastic in his portrayal of a troubled and violent cop, but in a way I think it's also to make up for not giving him that nomination for Seven Psychopaths.
I suppose it's not fair to talk about this movie and, quite frankly, not mention the absolutely amazing performance from France McDormand.
Another well deserved Academy Award win for an actress that, quite frankly, I think a lot of us sleep on. And, lastly, I have to talk about Martin McDonagh and his innate ability at drawing career-best performances out of the actors in his movies.
He did this for Rockwell in Seven Psychopaths. And he did this again for McDormand who's had a stellar career and Rockwell again.
He truly is an actor's director and there's no way that can be denied. And, obviously, his ability at writing incredible dialogue that tell stories that you immerse yourself in.
In short, as if it wasn't obvious, I absolutely loved this movie. Sometimes, there's movies that you watch and you're like 'damn, this is why I love movies' and this is one of those.
And this is taking into consideration the fact that I HAVE seen better movies than this and, yet, for some reason or another, this makes me happy to love movies as much as I do.
Which is a strange thing to say about such a dark movie. That's the thing, this movie isn't really afraid to go to some dark places in terms of exploring the relationship between Mildred and her daughter that was contentious to say the least , Mildred's relationship to her son and Mildred's relationship to the town of Ebbing, who seem to turn their backs against her as a result of her actions.
Interesting ideas to explore, given that the town itself rallies around Chief Willoughby as a result of his cancer diagnosis.
In many ways, it reminds me of the whole deal with NFL players kneeling at the national anthem and people taking it as some sort of unpatriotic move disrespecting the memories of dead soldiers.
First of all, no soldier ever died for the anthem, let's get that straight. Secondly, the fact of the matter is that these NFL players are standing up against injustices committed against the black community and these NFL players are just calling attention to that, where those responsible for these injustices do not pay for their crimes.
And that reminds me very much of the outcry the billboards cause around town. Mildred isn't insulting Chief Willoughby or anything of the sort, she just wants answers for her daughter's rape and murder.
She hadn't heard anything from the cops in seven months until she put the billboards up. Now they're all over her. Things are further complicated when Chief Willoughby kills himself to avoid wasting away due to cancer and the town, unfairly, blames Mildred for adding more stress to his already precarious situation with her billboards.
As I already mentioned, the movie is impeccably written and cast, so in spite of potentially touching on some very touchy subjects, I think the movie does so with an incredibly adept touch that doesn't disrespect its characters or the situations it presents.
Having said that, this movie is also very funny. Ironically enough, it's something like the Coens would make. I'm not trying to suggest that this movie is, in any way, a ripoff of the Coen brothers, but you can see the similarities.
Martin McDonagh still has his own unique touch and wonderfully offensive dialogue that makes it stand out. I love the character development in this movie.
Because Mildred gives off this vibe of being a tough, hardened woman and she really is, but you can tell that this is eating her up inside. She is a woman that has been pushed to this point by the cops' inability to find the person culpable for this crime.
She's very vulnerable character and you get to see brief glimpses of that and it's great to see, because it shows you that Mildred, in spite of this vibe she gives off, is a woman that is really hurting.
Nothing feels sugarcoated of fluffed but it never lacks emotional impact either. The movie balances its seemingly contradictory tones beautifully by crafting a dark comedy that feels heavy due to strong subject matter, while at the same time, utilizing comedic moments that feel completely natural to the character's motivations.
It's obvious great care was taken into this script and the method in which it's constructed. One of the most talked about elements to this film are the strong performances; particularly by Frances McDormand and Sam Rockwell.
Rightfully so, this is some of their best if not their best work these eyes have beheld and they steal the show in every film they're in. That's not take away from Woody Harrelson and Lucas Hedges, as well as the entire cast who give memorable performances and paint shockingly believable characters that we feel we know personally.
If there is anything that might turn audiences away from this film, it might be its harsh subject matter despite none of it every being depicted as well as its language and execution with the material.
Personally, this has a strong impact and I wouldn't have changed anything about it. It's a highly recommended film with a lot to ponder at the end and is definitely a contender for best movie of the year.

The billboards polarize the town, forcing people into one of two teams: the people who side with Hayes, and the people who side with Willoughby.
This is made more complicated by the fact that Willoughby has recently been diagnosed with cancer, something that seemingly everyone in the town knows about.
She believes that the more attention, the more likely it is for the killer to be found, and for justice to be served. The story of Dixon as a racist cop on a power trip has sparked controversy for being a little bit too racially charged.
